1. Cold press paper has a rough surface. Cold press paper is also sent through calendar rolls, though as opposed to hot press paper, these rolls aren’t heated. In addition, the rolls apply less pressure to the paper. This lighter pressure and lack of heat allows the paper to keep its bumpy surface.
On the other hand, hot press paper doesn't soak watercolor and water that much, so it's more difficult to create smooth and beautiful gradients. The following sketch is made on Cold Press paper: the sheet has more structure, paper soaks up more water and soaks it up faster, which allows you to create amazing gradients.

Cold pressed paper has a slightly bumpy, textured surface. But hot pressed paper has a smooth surface finish. You will also hear artists talking about the tooth of the paper. For example, hot press paper has almost no tooth, but cold press paper has a more pronounced tooth.
Hot Press Paper. Due to it’s smooth texture, Hot Press paper is excellent for detail line work, inking, watery drips, and puddles, which create blossom effects on your paper. Since the surface of this paper is smooth – your paint will dry unevenly and is more likely to create more abstract and blossoming textures when compared to Cold Press.

As we have already mentioned, hot press paper is smooth, cold press paper is semi-smooth and rough paper is, well, rough. But there are secondary features of the paper that is affected by the press. They are also somewhat a consequence of the texture. One of those features is water retention. Smoother surfaces retain less water.
The press generally determines how rough or smooth the finish of the paper will be. You will often hear the roughness of the paper referred to as the tooth of the paper. An extremely toothy paper will be quite rough to the touch. Hot pressed watercolor paper tends to be very smooth while cold pressed watercolor paper has more tooth to it.
