Refinery Cost Calculator, Petroleum refining engineering
As a very rough estimate, a large modern refinery processing about 200,000 to 500,000 barrels/day (12,500,000 to 25,000,000 metric tonnes/year) would cost about $8,000/barrel to $10,000/barrel. Since designing and building such a refinery (plus obtaining the necessary permits) might take about 3-5 years, inflation might increase those costs
The discovered natural gas reserves amount to 57.54 trillion standard cubic feet (TCF) according to the Ministry of Energy data (December 2017). Tanzania does not produce crude oil and has not experienced a recent commercial oil discovery. Tanzania typically consumes around 35,000 barrels per day of refined oil products, all of which are imported.

Capital, whether it is the cost of initial capital investment for a new refinery or the cost of new units in an existing refinery, must be recovered as depreciation. For a 160,000 barrel per day refinery equipped with conventional conversion, the initial investment, as we have seen, is about $6 billion.
The 6,000 b/d modular refinery was launched in September 2021 and is running at full capacity. Its production includes 50% gasoil, 28% naphtha and the rest is 0.5% fuel oil. The expansion is expected to be completed in 2023. Upon the completion, the refinery will be producing naphtha, ULSD, ULSFO and LPG.
