Hassi Messaoud Oil Refinery Project, Ouargla Province, Algeria
The Hassi Messaoud oil refinery was of one five new refinery projects announced by the Government of Algeria in 2013. Along with Hassi Messaoud, two other major refineries proposed to be developed by Sonatrach for increasing the Euro Vquality domestic production of cleaner transportation fuels and energy products will be located at Tiaret and Biskra.
According to the Algerian state-owned oil company, the refinery to be built at Haoud El Hamra in Hassi-Messaoud, Ouargla Province will have a processing capacity of five million tonnes per year of crude oil. Samsung Engineering’s share of the contract value is nearly KRW1.9 trillion ($1.6bn), reported Business Korea.

REFINERY NEWS ROUNDUP: Upgrades, launches in focus in Africa
The 6,000 b/d modular refinery was launched in September 2021 and is running at full capacity. Its production includes 50% gasoil, 28% naphtha and the rest is 0.5% fuel oil. The expansion is expected to be completed in 2023. Upon the completion, the refinery will be producing naphtha, ULSD, ULSFO and LPG.
Sonatrach will operate the upcoming Hassi Messaoud III cracking refinery, proposed to be built at Ouargla, Algeria. According to GlobalData, who tracks and profiles more than 1,400 refineries worldwide, the non integrated cracking refinery will be owned by Sonatrach, with operations expected to start in 2027. South Korea’s Samsung Engineering and Spain’s Técnicas Reunidas joint venture won a USD 3.7 billion contract for the Sonatrach Hassi Messaoud (HMD) refinery project in Algeria.
