The execution of the planned US$ 3.5bn Soyo oil refinery project in Angola is expected to start in early 2023 according to officials from the US-led Quanten Consortium that includes Cisco Systems CSCO.O and KBR Inc.
Will Sonangol EP operate the upcoming Soyo refinery?
Sonangol EP will operate the upcoming Soyo refinery, proposed to be built at Zaire in Angola. The non integrated refinery will be owned by Sonangol EP and is expected to start operations in 2025. During the period 2021-2025, the Soyo refinery is expected to witness an estimated capex of $3,185m.

Status: In August last year, the Ministry of Mineral Resources and Petroleum launched an international public tender for the construction of a privately-owned oil refinery in Soyo. With current production meeting less than one-third of domestic oil consumption, Angola’s refining capacity remains severely underserved.

The project is well behind schedule, though. Initial construction commenced in 2020 with the refinery initially expected to be operational by early 2022.
